This movement of tongue as seen below, though presented in a funny way here, is the essence of Khechari Mudra, considered the "King of Mudras", that is a yoga practice connected to use of tongue in different positions to enhance health. 

If done methodically and systematically, this particular Mudra, as presented in the literature, is supposed to regulate thirst, hunger, and more. This type of tongue exercise is also discussed in qigong techniques.

In medicine, this ability to touch the tip of the nose with the tongue is called a Gorlin sign, and literature suggests that around 10% of the population has this ability.

How about Giraffes?
When it comes to Giraffes, which has one of the longer tongues in the animal kingdom, the flexible tongue is out of adaptation to grasp things, whether it was to be for food or to clean boogers or to scratch its own ears by licking.

Such an adaptation is called Prehensile Adaptation - Prehensile means ability to grasp
